Singapore’s 2027 Primary 1 registration changes proceed without a transition period

Phase 2C places will increase in most primary schools from 2027. International students follow a separate admissions route.

What changes in 2027?

The Ministry of Education announced that most primary schools will reserve 60 places for Phase 2C instead of 40. A separate two-track allocation will apply at 12 schools, taking home-to-school distance into account.

What families need to know

CNA reported on 7 October 2026 that the changes will take effect without a transition period. The policy seeks to improve access for families without existing school connections.

A crucial distinction for international families

The mainstream Phase 2C exercise principally concerns Singapore citizens and permanent residents. International students have a separate Primary 1 admissions procedure and should not assume that the same registration phases or priorities apply. Verify the latest MOE international-student guidance.
